Bulgarian, Serbian Customs Administrations Sign Memorandum of Understanding

A memorandum of understanding was signed by the heads of the Bulgarian and Serbian customs administrations

The Director of the Customs Agency, Mr. Georgi Dimov, and the Director of the Customs Administration of the Republic of Serbia, Mr. Dragisa Petrovic, signed a Memorandum of Understanding on electronic data exchange through the SEED+ system on 11.03.2026. This step demonstrated the ongoing efforts to modernize border crossings and facilitate trade and enters into the Green Belts initiative. The CEFTA and Transport Community (TCT) secretariats coordinate this cooperation between the European Union and the countries of the Central European Free Trade Agreement (CEFTA).
The memorandum, signed in the presence of representatives of the CEFTA and Transport Community secretariats, will strengthen operational cooperation between customs administrations. It will also help achieve progress in the digital integration of CEFTA with the EU.
Notably, Georgi Dimov, Director of the Customs Agency, highlighted the strategic importance of the transit agreement between the Western Balkans and the EU during the ceremony.
From his side, Mr. Dragiša Petrović, Acting Director General of the Customs Administration of the Republic of Serbia, stressed the numerous benefits of this form of cooperation with neighbouring customs administrations.
Likewise, Ms. Pranvera Kastrati, Director of the CEFTA Secretariat, underlined the importance of continuous cooperation within the initiative during the signing ceremony. It makes the “Green Belts” stronger and wider. Businesses will get greater speed and security due to this agreement between Bulgaria and Serbia. This digital bridge will make the path of our products to the EU single market faster.
Also, operational procedures between the customs administrations of Bulgaria and Serbia are aligned due to the Memorandum. The framework of the structured data exchange through SEED+, the two administrations will improve the coordination of controls, support risk-based checks and facilitate a smoother movement of goods.
In general, modernization of border crossing points, digitalization of procedures and enhanced cooperation between administrations are combined in the initiative to ensure faster, transparent and predictable movement of goods.
Moreover, the Customs Administration of the Republic of North Macedonia signed a similar memorandum with the Director of the Customs Agency in December 2025.
They signed the Memorandum of Understanding with the Republic of Serbia in Bulgaria on March 10 and 11, 2026. It happened in the frames of the meeting of the Green Belt Steering Committee and the 21st meeting of the Transport Community Technical Committee for Transport Facilitation, as well as an operational meeting in connection with the implementation of the SEED+ system.
