63% processed share of agricultural exports is Ukraine’s Target for 2027

The Cabinet of Ministers of Ukraine has recently approved the Action Program. According to the document, government aims to raise the share of processed products in agricultural exports to 63% by 2027, from 47.8% last year. Meanwhile, it expects to grow total agricultural export volume by at least $4 billion.
One of the measures to reach the target is expansion of state support mechanisms for domestic agricultural producers of goods with a significant import component. Another measure is opening of at least 10 new commodity markets in 2027. Launching an institute of agricultural attachés and a new loan-guarantee instrument for processors through the Partial Loan Guarantee Fund in Agriculture may be the third one.
Also, higher processing of agricultural waste and raw materials, including from crop and livestock production, into biofuel are targets of a separate line item.
According to the Ministry of Agrarian Policy, the goal is to transform the sector into a highly productive, technological, innovative, and investment-attractive industry. Other aims are high added value and a larger processing share.
As the Ministry of Economy, Environment and Agriculture reports, the share of processed goods in Ukraine’s agricultural exports rose to 47.8% in 2025 from 40% in 2024. Meanwhile, raw materials accounted for the remaining 52.2% and 60%, respectively.
On August 17, the government’s Action Program was approved by the Cabinet of Ministers. As Verkhovna Rada Speaker Ruslan Stefanchuk said, parliament will review it shortly under standard procedure.
